Dr. Khalilur Rahman, PhD

Hon’ble High Commissioner of Bangladesh in Canada

Dr. Rahman is a Career Diplomat from the 7th/1985 BCS (Foreign Affairs) Batch. Prior to his appointment as the High Commissioner of Bangladesh in Canada, he held several senior positions in the Ministry of Foreign Affairs, supervising areas among others, related to International Trade, Investment & Frontier Technology and ICT. He also served in the Bangladesh Permanent Mission, Geneva and Bangladesh High Commission, New Delhi.

A Medical Graduate and PhD in Public Health, Dr. Rahman served in the World Health Organization on lien in several senior positions that included, Director, Noncommunicable Diseases and Environmental Health in the WHO South-East Asia Regional Office, New Delhi; Head, WHO Office in UN ESCAP, Bangkok; and lastly, as Senior Public Health Policy Advisor. As Coordinator for Tobacco Control Initiative, Dr. Rahman also led WHO’s campaign for developing, enacting and enforcing tobacco control legislation in the South-East Asia Region following the adoption of the WHO Framework Convention on Tobacco Control (WHO FCTC).

In Bangladesh, Dr. Rahman provided leadership and technical support to develop the Bangladesh Anti-Tobacco Act. Dr. Rahman also led the Reassessment of the Community Health Clinics Programme in Bangladesh in 2009.
Ever since COVID-19 broke out in December 2019, Dr. Rahman was made Chief Coordinator for Corona Cell in the Ministry of Foreign Affairs and coordinated Government’s efforts in managing the Pandemic by forging partnership with foreign countries and international organizations as well as coordinated efforts within the country among various ministries and agencies as Member of the National Coordination Committee. He was also in-charge of the repatriation of hundreds of thousands of Bangladeshi migrant workers affected by the Pandemic and developed programmes for their reintegration in the domestic economy as well as their retraining and up-skilling for return to work abroad.

Dr. Rahman studied and was trained home and abroad in areas of International Relations & Diplomacy, International Trade, International Organizations, Leadership & Management as well as Public Health. He represented Bangladesh and participated in many international forums, seminars and meetings and negotiations. He has extensive knowledge and experience in Global UN and development issues.
Dr. Rahman is proficient in both English and French. He is married and has two children.
